Thus, the paragraph follows the given inference quite aptly. However, in the case of paragraphs (I) and (II), both these paragraphs focus on the improvement required in higher studies.  The paragraph (I) is about the OER (Open Educational Resources) and its role in improving the quality, transparency and accessibility of higher education systems. Similarly, the second paragraph is about the interest of Japan in growing its international enrollment and boosting employment outcomes. Thus, both the paragraphs do not infer the required theme.
